Referring to my Despatch No. 86 of the 19th.
March, 1914, I have the honour to state that on further considera-
-tion it has seemed advisable to introduce certain additional
amendments in the draft bill relating to Asiatic Emigration.

enclose ten copies of a report by the Attomey-General giving full
